Solar PV Leads in REIPPPP Bid Window 7, Wind Energy Faces Some Hurdles – Future Prospects for South Africa’s Energy Sector

The South African Independent Power Producer (IPP) Office announced the bidders for Bid Window 7 (BW7) of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) on August 16, 2024. Solar PV projects have emerged as the leading contenders in this round, while wind energy has faced various challenges.

Solar Photovoltaic Projects Progressing Rapidly
The BW7 auction has been largely led by solar PV projects, with a remarkable 8,526 MW of bid received against a procurement goal of 1,800 MW. This oversubscription of 4.7 times underscores the growing popularity of solar PV, attributed to its faster development, cost-effectiveness, and ease of execution. The anticipated tariffs are competitive, expected to fall within the range of around R0.40-0.50/kWh.
Despite its lower solar irradiance, Limpopo follows the Free State province in the number of solar PV bids. It is worth mentioning that the Northern Cape, a region with ample sunlight, has only two proposed projects due to grid limitations.

Challenges Encountered by Wind Energy
In BW7, wind energy projects faced significant challenges. Wind energy proposals totaling 1,692 MW were submitted, representing a 53% shortfall compared to the 3,200 MW target. This gap is primarily attributed to the prolonged development timelines of wind projects, typically spanning 4 to 6 years, and the grid constraints in the Cape provinces.
Urgent Need for Improvements to Grid Infrastructure
The challenges related to grid access faced by wind projects highlight the critical importance of improving infrastructure in the Western, Northern, and Eastern Cape regions. Failure to resolve these obstacles could lead to South Africa depending too heavily on solar PV, which produces electricity only when the sun is shining.
